Kansas Ag Connection - 01/12/2021

The U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) announced the appointment of Ned Bergman as the director, Warehouse and Commodity Management Division (WCMD) within the agency's Fair Trade Practices Program (FTPP).

Bergman has worked for USDA for more than 40 years. Most recently he served as acting director for WCMD. Prior to the acting director position, Bergman was deputy director, WCMD. Before those positions, Bergman was chief of the WCMD Examination Branch since 1997 and chief of the U.S. Warehouse Act License Branch from 1990 -- 1997. Bergman began his USDA career as a Warehouse Examiner with duty stations in Kansas City and Eastern Iowa. He has worked extensively with the agricultural commodity warehouse industry focusing in the areas of United States Warehouse Act licensing, Commodity Credit Corporation approvals, warehouse examinations and inspections, cotton shipping standards, USDA commodity inventory management, and documentation of grain prices for USDA farm programs.

WCMD administers the U.S. Warehouse Act and the Commodity Credit Corporation storage agreements. This includes issuing licenses, entering into storage agreements, and conducting warehouse examinations to ensure the integrity of both the commodities stored in these facilities, as well as the facilities themselves. WCMD also manages Commodity Credit Corporation inventories as well as establishes the Posted County Prices used in the administration of U.S. Farm Bill producer programs.

The FTPP is one of 11 AMS programs. It is comprised of approximately 300 employees nationwide who are organized within four divisions serving a wide variety of agricultural, food industry and consumer stakeholders through the effective and efficient administration of the U.S. Warehouse Act, the Packers and Stockyards Act, the Perishable Agricultural Commodities Act, the Country of Origin Labeling Program, and the National Bioengineered Food Disclosure Standard.
