Kansas to debate Callery Pear tree quarantine

Kansas to debate Callery Pear tree quarantine

By Scout Nelson

The Kansas Department of Agriculture (KDA) has scheduled a public hearing to deliberate on a proposed permanent quarantine concerning Callery Pear trees.  This significant event will take place at 1:00 p.m. on Wednesday, January 24, 2024. Interested individuals can attend in person at the KDA office in Manhattan, Kansas, or join via video conferencing.

The proposed quarantine is set to encompass the entire state of Kansas. It aims to restrict the movement of seeds, plants, and any parts of the Callery Pear tree, scientifically known as Pyrus calleryana Decaisne. This includes common varieties like Bradford, Cleveland Select, and Chanticleer. The ban also extends to any trees grafted onto Callery Pear rootstocks.

This move comes after substantial public feedback in the summer of 2023, highlighting concerns over the tree's invasive nature and tendency to spread beyond intended areas.  The quarantine aligns with the provisions of K.S.A. 2-2117, which allows for plant pest control.

While the KDA advocates for the removal of invasive species, this proposal does not mandate the eradication of existing Callery Pear trees. The quarantine, if implemented, will include a three-year grace period, with enforcement beginning on January 1, 2027.

For those interested in the detailed quarantine proposal and public hearing notice, documents are available on the KDA website. Pre-registration is required for participation via video conference. Written comments are also welcome either on the website or via mail to the Kansas Department of Agriculture's, 1320 Research Park Dr., Manhattan, KS, 66502.

Individuals with disabilities can request special accommodation to participate in the hearing. Requests should be made at least two days prior to the event. For more information or to request accommodation, contact Ronda Hutton at 785-564-6715 or via email at Ronda.Hutton@ks.gov
