Kansas Seeks Input on Conservation Rules

A public hearing is scheduled to review proposed changes to conservation regulations in Kansas. The hearing will take place at 1:00 p.m. on Wednesday, January 7 2026 and will be available both in person and through a video conferencing option. The in-person location will be the Kansas Department of Agriculture office in Manhattan, Kansas.

The proposed updates are led by the Division of Conservation within the Kansas Department of Agriculture. These changes focus on strengthening conservation assistance programs and improving how resources are managed across the state.

One set of proposed amendments applies to existing regulations numbered K A R 11 3 1 through 11 3 12. These updates establish clear policies and procedures for providing financial assistance to owners of watershed dams.

The assistance would be delivered through the department’s dam construction and rehabilitation program. The goal is to support safe and effective management of watershed infrastructure.

A second proposal introduces new regulations numbered K A R 11 13 1 through 11 13 6. These regulations add new conservation practices and provide greater flexibility for implementing the Kansas Sediment and Nutrient Reduction Initiative. This initiative focuses on improving water quality and reducing excess sediment and nutrients that affect natural resources.

Members of the public may review the proposed regulation of changes and an expanded hearing notice on the departments public comment website. Individuals who wish to participate in the hearing through video conference must complete advance registration to receive access information.

Written comments may be submitted before the hearing through the public comment web page. Comments may also be sent by email or mail to the department’s designated contact to Ronda.Hutton@ks.gov. Public input helps ensure conservation programs reflect community needs and environmental goals.

The department is committed to equal access for all participants. Individuals with disabilities may request accommodations or accessible copies of the regulations. Requests should be made at least five working days before the hearing to allow sufficient preparation.

This hearing provides an opportunity for stakeholders and residents to learn about proposed conservation updates and share feedback that may shape future environmental and resource management efforts in Kansas.
