As of Thursday, the Kansas Legislature was nearing first adjournment, which is the end of the 2024 regular session. Many key pieces of legislation still are waiting to be debated and taken up for consideration on either the Kansas House or Senate floor. These items include several tax bills with components aimed to provide property, income and sales tax relief, as well as a conference report on S. Sub. HB 2047, which includes updates to the Farm Animal and Field Crop and Research Facilities Protection Act and the language from HB 2543, which would increase the maximum cap the Kansas Department of Agriculture can charge for brand registration fees, both of which are KLA-supported.
Prohibiting eminent domain for solar - The conference committee report for SB 455 passed the Kansas Senate 36-0 and the Kansas House 121-0. The bill, which contains the language originally in SB 457, a KLA-supported bill, would prohibit public utilities from exercising eminent domain for the siting or placement of solar facilities. The bill would add solar to the existing prohibition for the siting and placement of wind turbines and facilities. The bill awaits further action by Gov. Kelly.
