Kansas FSA Enhances Support for Wheat Growers

Kansas wheat producers rely on the USDA’s Farm Service Agency (FSA) programs each year. However, how these programs are delivered can greatly impact how smoothly support is received.

In Episode 316 of the Wheat’s on Your Mind podcast, Kansas FSA State Director David Schemm shares behind-the-scenes updates on the FSA's operations and how efficiency improvements are benefiting wheat farmers.

One of the most significant changes has been regionalizing certain loan programs. This restructuring has reduced processing times for farm storage loans, freeing up local staff and cutting down on paperwork. Schemm explained, “We took that approximately 60 hours of employee time clear down to about 20 hours,” which allows county offices to focus more on core services.

Another challenge addressed in the podcast is the difficulty of staffing rural FSA offices, many of which operate with minimal staff. Schemm discussed efforts to alleviate pressure through internal restructuring and technology upgrades, ensuring that staff can continue to offer the in-person support Kansas farmers rely on.

As younger producers enter the industry, there is a growing demand for digital tools and remote access to services. FSA is modernizing its offerings with more mobile-friendly options, streamlined processes, and better integration with precision agriculture platforms. Schemm noted, “My son Clay is back on the farm, and he wants to do everything on his phone,” highlighting the shift toward digital engagement.

The podcast also highlights underutilized FSA programs like the Transition Incentives Program (TIP), beginning farmer loans, and expanded uses for farm storage facility loans. These tools are especially helpful in times of tight margins and high interest rates.

Finally, the episode touches on the uncertain federal farm policy outlook, noting that Kansas producers should pay attention to potential changes in reference prices, revenue protections, and disaster assistance as the farm bill remains unresolved.
