HCR 5011, a proposed 4% cap on property valuation increases, failed in the House after initial Senate approval. KLA opposed the cap due to concerns over unequal tax burdens.
SB 35, which eliminates the 1.5 mill levy for Kansas education buildings, passed both chambers. It offers broad-based property tax relief and is supported by KLA for fair application across classes.
Local Budget Limits:
HB 2125 aimed to restrict local budget growth and tie it to voter approval. It included funding from the ASTRA fund but stalled in committee due to concerns about logistics and costs.
Foreign Ownership:
H Sub for SB 9 passed with strong support. It prohibits foreign entities from certain countries from buying land within 100 miles of military bases. KLA ensured meat supply chains wouldn’t be affected.
Energy:
HB 2107 passed with amendments limiting wildfire damage claims to 10 years and removing restrictive language on damage calculation.
HB 2040 also passed and extends the Kansas Corporation Commission's timeline for transmission line approvals from 120 to 180 days, allowing more public input.
Water Policy:
S Sub for HB 2172 passed and would establish a Water Program Task Force to evaluate and improve how water resources are managed and funded in Kansas.
Budget:
SB 125 passed, reducing spending by $210 million for FY 2026. It includes $46.7 million for the state water plan, plus funds for livestock water improvements and inspection programs.
KLA will continue engagement during the upcoming veto session to support key legislation.
