The Kansas Legislature is making strides in agricultural policy during the 2025 legislative session, with the Kansas Livestock Association (KLA) at the forefront of several key legislative efforts. As the session progresses, KLA's involvement highlights its commitment to advancing the interests of the agricultural community.
Recently, KLA testified in favor of HB 2254 in the Senate Agriculture and Natural Resources Committee. This bill, initiated by KLA, aims to protect milk producers by mandating that milk processors hold payments in trust until full payment is received. This measure ensures that producers are compensated fairly and timely, requiring them to provide written notice of nonpayment within 30 days to qualify for trust funds. Following strong support, the bill moved forward to the Senate Consent Calendar.
In the realm of water resource management, KLA backed HB 2113, which proposes an increase in annual funding for the State Water Plan from $35 million to $55 million starting July 1, 2025. Another significant legislative effort supported by KLA is HB 2172, which seeks to establish the Water Program Task Force to assess and ensure adequate financial resources for the state’s water program, with KLA having a seat on the task force.
Additionally, KLA supported legislative changes in water pollution control, advocating for HB 2085 which would extend the term for state water pollution control permits for smaller confined feeding facilities from five to ten years.
Energy policy also saw KLA's involvement, particularly with HB 2107, which addresses liability issues related to wildfire damages linked to public utilities. Although initially opposed due to concerns over damage recovery limitations, KLA helped amend problematic aspects, leading to a more favorable outcome.
Lastly, KLA supported SB 89, passed by the House Committee on Agriculture and Natural Resources, which allows the Kansas Department of Agriculture to charge fees for poultry-related services, previously funded by the broader animal disease control fund.
KLA remains vigilant in monitoring these bills, providing updates and engaging with legislators to ensure that the voices of Kansas farmers and ranchers are heard. Members are encouraged to stay informed via KLA's social media platforms and direct communications.
